Why does tv put childish shows on so late?

It's 9 p.m. and CBS is just starting a cartoon for young children, "The Story of Santa Claus". WHY so late at night?
8 p.m. yes, but this was starting at 9 p.m. and going on until 10 p.m.! Kind of late for kids young enough to want to see santa shows for five year olds who go to bed at 7:30 p.m. or so! Didn't go that way when I was five. The Big Thrill was the shows starting at 8pm we had to sweat it out hoping out parents would let us stay up LATE to see.
I know the kids channels do these shows all night maybe, but I'm talking about the original network channels.

local channels have News programs, talk shows and etc before they air any other of the regular Scheduled programing.Their programming usually starts at 8 so it's not that late
Disney,,Nick,ABC Family and other Child stations they don't have any other programs they air before

9. Check Mii Out Channel (downloadable, free) - share your Miis from the Mii Channel, view other Miis, and participate in Mii-building contests. Only accessible if have an internet connection to your Wii.

That pretty much sums it up. Look for more channels coming soon (Everybody's Nintendo Channel, etc.)
