Not too sure, but I'll have a stab at it.
I think Popular newspapers have articles written to sound exciting, making the newspaper more interesting - albeit not always sticking to the truth. Think of things like The Sun and The Daily Star.
A Quality newspaper, therefore, has more truthful articles without bias, which isn't as exciting, but much better if you actually want to know about the news. For example, The Guardian.
