Is there going to be new season of sword art online in 2013 and when? If there is no official news about this than wath are the chanses for it and is Reki Kawahara sad aniting at all about it?

Unknown, but likely to be yes. It is incredibly popular in Japan, the novel itself was voted as the best light novel of 2012. Not to mention that the material from the novel itself is already existent for Season 2.
I've heard rumors about February 2013, but from my search, there's nothing to back up that claim.... I don't think Kawahara had said anything about it as well...
If it comes out, the main story will mostly be around Gun Gale Online (GGO) Arc. The problem is, the material for GGO is only enough for around 12-13 episodes (volume 5-6). So we are either looking at short second season, or 25 episodes consisting of GGO with either Mother Rosario (ALO, volume 7) and some side stories from SAO and ALO (volume8), or with the beginning of Alicization Arc (ongoing, currently from volume 9-11, but planned to be finished at volume 15).
