Answer
There were social groups, just really primative compared to Facebook, etc.
They called 'em 'newsgroups' & forums. Of course, that's assuming you had a computer.
I still remember seeing the Internet for the 1st time in college, in 1990. The 54K Modem unleashed all its pings & screeches and relayed...the weather in Lawrence, Kansas!
Yay Prodigy!!

Anyway, phones were around, as was actual writing (long before we had text script).
The 80s were all about using snail mail & word of mouth.
A 'chat room' was physical. As in you literally had a room full of people who liked the same thing. The only way to communicate was via phone, snail mail, or in person.
There were cell phones, btw, in the 80s. They were just the size of a brick and looked more like a WW2 walkie talkie!

How do I make my IRC Network more popular?

Where can I get the people from?

Answer
Announce it in the alt.irc newsgroups?
