Yeah, its rare in most places. If you want an example of how big a deal it is, a kid who sold pot in Waseda University, which is like Princeton or Yale in the USA, made the national news after getting busted. The kid has ruined his life now.
And MDMA, speed, and coke all have devotees in the big cities, and some of the main dealers are actually foreigners.
The moral of the story is, don't look for drugs in Japan. Because you can probably find them if you look hard enough. And then the cops find you, and then you are in a jail for the next 40 years eating rice and trying to hang yourself with your shoelaces.

And if you think the USA embassy will do anything to help you, you must be smoking. Unless your dad is the ambassador the Americans are like "hey, you can have him. We have enough stoners in the USA."
